RULES & REGULATIONS
The "People's Award" International Short Film Festival is held in Quito, Ecuador, and its mission is to promote artistic or alternative films that contribute to the better knowledge and understanding of world filmmaking.
Mail-by deadline:
Friday, November 13, 2009.
First Prize:
US$ 1,000 in cash and a trophy to the best short film. Special mentions to the best short in each category.
Categories:
1) Documentary
2) Fiction
3) Experimental
4) 1 minute (exact length must be one minute)
5) Animation
6) SMS
Format:
The exhibition format can be DVD (NTSC/PAL), SVCD, VCD o VHS (NTSC), but DVD (NTSC/PAL) is preferred. The original format can be of any kind.
Maximum length:
15 minutes including credits, except in the '1 minute' category.
Registration fee:
US$ 50 for each film submitted. Each participant will receive by mail a festival catalog with all the film entries.

- U.S. bank check payable to Fundacion Octaedro included in the package

- WE DO NOT ACCEPT MONEY ORDERS OF ANY KIND
Warnings:
- There are no refunds. Any defective video will be automatically disqualified without a refund.
- The festival is not responsible for the wrongful use of the films by the authors or third parties.
- All submitted videos participate. There is NO preselection process.
- In the case of a technical tie ( in total points ), the winners will share the prize in equal portions.
- Films cannot have participated in previous editions of this festival.
- The festival reserves the right to use the films partially or completely in order to promote the event.
- Videos will not be returned under any circumstance.
Registration procedure:
1. Send the Entry Form below.
2. Print and sign the Entry Form (Word Version) and include it in your registration package with your video, and payment or payment receipt. On the envelope or customs statement you must write NO COMMERCIAL VALUE - FOR CULTURAL PURPOSES ONLY.
3. (Optional) Send a photo of minimum 300 dpi, maximum 10 x 15 cm (4 x 6 inches), in digital format for promotional purposes.
Mailing address: We prefer regular mail. You may choose between the following options. Please do not forget to write NO COMMERCIAL VALUE - FOR CULTURAL PURPOSES ONLY on the envelope and/or customs statement. DO NOT USE DHL BECAUSE YOU WILL PROBABLY HAVE TO PAY CUSTOMS FEES.

NOTE:
The Festival Directory will establish the order and date of exhibition of each film. Once the film is submitted, it cannot be withdrawn from the contest. Contestants will not know previously the date or time when their film will be shown.
